After uploading a video, just look in Enhancements menu, navigate to the Blur Effects tab and select the Custom Blur option:

Now browse your video to find where you want to start blurring, then use the blur tool to select a blurred area. After making a selection, you can change the duration of the blur in the timeline.

By default, YouTube attempts to track the item. So there is no option to manually change the position of the blur as the video progresses. However, if you don't want the auto-tracking to take place, you can lock the blur to keep it in one place.
